Dear Delegates,

Networks aren’t like other public goods, and wireless digital telecommunications are not like any communications medium that have preceded it. The benefits and pitfalls of wireless networks cannot be captured by
traditional economic models or yesteryear’s business acumen. As we’ve seen over this past year, wireless networking has proven quite befuddling to countless savvy businessmen and decision-makers.
